Due to the COVID-19 crisis, the Government has extended the validity of the Electricity Social Bonus. We show you how you can request it.

Due to the State of Alarm caused by COVID-19, the Government has extended the validity of the Electricity Social Bonus for those customers who had to renew it on these dates. The renewal period is automatically extended until September 15th.

In addition, there may be new beneficiaries (with a 25% discount) of the Electricity Social Bonus due to the economic circumstances related to COVID-19:

  • Self-employed workers who have ceased their activity due to COVID-19.
  • Self-employed workers with a decrease in their gross income of 75% on average compared to the previous semester due to COVID-19.

What is the Electricity Social Bonus?

The Electricity Social Bonus is a discount on the electricity bill. It is regulated by the Government and aims to protect households considered vulnerable.

What are the requirements to apply for the Electricity Social Bonus?

1. To have contracted the Voluntary Price for Small Consumers (VPSC)

  • The VPSC is the electrical contract established by the Government in which the price paid for the electricity consumed is directly the price of the energy resulting from the market, plus taxes and tolls, without including other additional products or services.
  • You can only contract the VPSC if you have a contracted electrical voltage equal to or less than 10kW.
  • The VPSC  is contracted with authorized suppliers.

2. In addition, these personal, family, and income requirements must be met

2.1. To be a vulnerable consumer (25% discount)

One of the following requirements must be met:

  • That your income or the joint annual income of the family unit to which you belong is:
    • Less than or equal to €11,279, if there is no minor in the family unit:  ≤ 1.5 x IPREM of 14 payments.
    • Maximum €15,039, in the event that there is 1 minor in the family unit:  ≤ 2 x IPREM of 14 payments.
    • ≤ 2.5 x IPREM of 14 payments, in the event that there are 2 minors in the family unit:  €18,799 Special circumstances.
  • That you are in possession of the title of a large family.
  • That the consumer or all the members who have their income in the family unit are pensioners of the Social Security System (retirement or permanent disability), thus receiving the minimum amount in force at any time, for said types of benefits, and not to receive other income whose aggregate annual amount exceeds 500 euro.

2.2. To be a severely vulnerable consumer (40% discount)

One of the following requirements must be met:

  • Receive an annual income ≤ 50% of the thresholds established to be considered a vulnerable consumer, including, if applicable, the increase provided for cases in which “special circumstances” occur.
  • If it is a large family, the family unit must receive an annual income ≤ 2 x IPREM of 14 payments: €15,039.
  • If the consumer or all the members who have their income in the family unit receive a minimum pension, and do not receive other income whose aggregate annual amount exceeds 500 euros, the consumer or the family unit to which they belong must receive an annual income  ≤ 1 x IPREM of 14 payments: €7,520.

2.3. To be a consumer at risk of social exclusion (40% discount)

To be considered a consumer at risk of social exclusion, the contract holder must meet the requirements to be considered severely vulnerable and, in addition, be attended by the social services of a Public Administration (autonomous or local) that finance at least 50% of the amount of their invoice to VPSC. In case of temporary impossibility to face this payment, the electricity supply cannot be interrupted.

2.4. To be a vulnerable consumer due to COVID-19 (25% discount)

The following may be new beneficiaries of the Electricity Social Bonus (25% discount) due to the economic circumstances related to COVID-19:

  • Self-employed workers who have ceased their activity due to COVID-19.
  • Self-employed workers with a decrease in their gross income of 75% on average compared to the previous semester due to COVID-19

In addition, for these two cases, the income levels are increased from which they can access a 25% discount on their electricity bill. Thus, they will be able to take advantage of this discount when their income or the joint tax return of the family unit to which they belong is:

  • Less than or equal to €18,799/year, if there is no minor in the family unit: ≤ 2.5 x IPREM of 14 payments.
  • A maximum of €22,559/year, in the event that there is 1 minor in the family unit: ≤ 3 x IPREM of 14 payments.
  • ≤ 3.5 x IPREM of 14 payments, in the event that there are 2 minors in the family unit €26,318/year.

The condition of vulnerable consumers for reasons related to COVID-19 will extinguish when the aforementioned circumstances of economic activity cease to exist. The consumer is obliged to communicate this fact to their supplier (art. 28.3 Rd Law 11/2020). In no case will the consideration of vulnerable consumer be extended for more than 6 months from the beginning of its accrual.

Therefore, the Electricity Social Bonus will accrue from the first day of the billing cycle, when the complete application is received with the required supporting documentation. It will be applied to the next invoice, provided that said invoice is issued after a minimum of 15 business days from the receipt of the complete consumer request by their supplier.

How to apply for the Electricity Social Bonus?

You can request it by phone, email, postal mail, or fax directly to any of the authorized suppliers, who have the obligation to offer and finance this Electricity Social Bonus.

Documentation to be provided by the applicant for the Electricity Social Bonus:

After completing this document, you will receive an email with the application form to request the Electricity Social Bonus, to which you must attach:

  • Application form.
  • Copy or photograph of the NIF or NIE of the applicant and of the relatives who have it.
  • Certificate of Empadronamiento.
  • Copy or photograph of the Family Book.
  • Accreditation of the Self-employed affected by COVID-19.
  • Only in Navarra: Income Tax Return or the certificate of attributions of the applicant and family members.

How to prove that I am a self-Employed worker affected by COVID-19?

To prove the status of a self-employed worker whose activity has been affected as a result of the COVID-19 measures, the following may be submitted:

  • Certificate or proof of having received the benefit established in Royal Decree-Law 8/2020, of March 17th, for self-employed workers whose activity has been affected as a result of the COVID-19 measures.
  • If said proof is not available, the required documentation is:
    1. In the event of cessation of activity: Certificate issued by the State Tax Administration Agency (or the competent body of the Autonomous Community), based on the declaration of cessation of activity declared by the interested party.
    2. In the event of billing reduction: copy of the record book of issued and received invoices; of the daily book of income and expenses; from the sales and income record book; or the book of purchases and expenses. In the case of not being obliged to keep the books that prove the volume of activity, they will have to prove the reduction of at least the required 75%, by any means of proof admitted by law.
