By means of this Form EX14, a preliminary report is requested from the Government Subdelegate or Delegate for the travel of foreign minors to Spain.
It is the preliminary report of the Subdelegate or Delegate of the Government for the travel of foreign minors to Spain in programs promoted and financed by the Public Administrations, non-profit associations or foundations, or other entities or people outside those who exercise their parental authority or guardianship, for temporary stays for schooling purposes.
The report refers to compliance, by the program, with the requirements and authorizations required in Spain, provided for the end of the stay and its duration, both in terms of health and legal protection of children in relation to the stated purpose and that duration, in order to guarantee the absence of the vulnerability risk of the minor.

What is it for?
It is used to request a preliminary report for the temporary travel of foreign minors to Spain for periods not exceeding ninety days, in programs promoted and financed by Public Administrations, non-profit associations or foundations, or other entities outside those who exercise their parental authority or guardianship. In any case, it will have to be a stay due to the purposes stated above.
Who can request it?
The entity promoting the program will have to request it personally.
What are the required documents along with Form EX14?
These documents must be submitted along with the application Form EX14:
- Displacement program, stating the purpose of the stay, its duration, and the minor’s health, school, and legal protection.
- A report that the competent regional body has issued in data protection matters.
- Copy of the complete passport or travel title of the minor.
- A written acknowledgment that foster care is not for the purpose of adoption.
- Documentation proving the commitment to facilitate the return to the minor’s country of origin or residence.
- Accreditation of the commitment that the return of the minor does not imply a cost to the Spanish Public Treasury.
- Documentation proving that you are admitted to a teaching center.
Where do I have to submit the application?
This application must be submitted to the Government Delegation or Sub-delegation of the province in which the minor will stay.
