What does the reform consist of?
It is an exceptional measure approved by the Spanish government to grant residence and work permits to nearly 500,000 foreigners who already live in and are trying to integrate into the country.
Unlike common arraigos and residency permits, this process seeks to reduce the underground economy and guarantee labor and social rights in a massive and simplified way.
Important: In addition to the applicant’s children, the spouse or registered partner may also apply for authorization at the same time.
When does it take effect?
- Pending approval: So far, only the draft reform of the Immigration Regulations has been presented. Its final approval and entry into force by Royal Decree is expected during the first quarter of 2026.
- Opening of applications: In line with the above, the deadline for submitting applications is expected to begin in April 2026.
- Duration: It will be a short time window. The estimated completion date, as presented to date, is June 30, 2026.

Required documentation
Don’t wait until April, as the administration could collapse. You must have the following ready:
- Passport: It must be valid. If it is about to expire, you must apply for renewal at your consulate.

Criminal record certificate: From your country of origin and from the countries where you have resided during the last 5 years, duly apostilled, valid, and translated (if applicable).
- Exemption from criminal records in the country of origin: It will not be necessary to provide criminal records from a 3rd country if you have remained in Spain continuously for the last five years. Nor will it be necessary if you have already proven that you have no criminal record in the last five years and have not left Spain.
- Facilitation: If you request your criminal record to a country and do not receive a response within 1 month, the Spanish Administration may attempt to obtain it. If they also do not receive a response within 1 month, a sworn statement of no criminal record will be accepted.
- Proof of residence: This could be your certificate of residence, passport entry stamps, airline tickets, bills in your name, or any private/public document that proves you were here before 2026.
- Key fact: One of the major new developments is the "fast track": it is estimated that within 15 days of your application being accepted, you could receive provisional authorization to start working legally while your final file is being processed.
- Negative silence: If three months pass without an express response, the application will be deemed rejected due to administrative silence.

Who can benefit from this mass regularization in Spain?
All foreign applicants of legal age who are in Spain illegally and who entered the country before January 01, 2026, are eligible to apply.
However, this process excludes people who are or have been holders of a residence permit for temporary protection for displaced persons from Ukraine.
What is the deadline for submitting the application?

Can I regularize my family at the same time?
Yes, as we mentioned before, the law allows simultaneous applications for minor children, spouses, and, in certain cases, ascendants.
What is the provisional work permit and when do I get it?
Once your application has been accepted for processing, you will automatically receive a provisional authorization allowing you to work legally (as an employee or self-employed) while you await the final decision.
If I have a deportation order, can I apply for regularization?
Yes. Submitting an application for regularization automatically suspends any expulsion or return proceedings that may have been initiated against you for an irregular stay.
