What is the European Health Insurance Card (TSE)?
The European Health Insurance Card (TSE) is the personal and non-transferable document that proves the right to receive the health benefits that are medically necessary during a temporary stay in the territory of the European Economic Area, the United Kingdom or Switzerland.
Taking into account the nature of the benefits and the duration of the intended stay, in accordance with the legislation of the country of stay, regardless of whether the purpose of the stay is tourism, a professional activity or studies.

Steps to start European Health Insurance Card Application in Spain

Social Security Electronic Office:
- Identification: Electronic certificate, Password, or SMS.
- Note: To identify yourself via SMS, your phone number must be registered in the Social Security database. If it is not registered, you can do so on the General Treasury of Social Security (TGSS) portal by submitting a photo and your identity document.

Your Social Security Portal:
- Allows you to request the European Health Insurance Card (TSE) either personally or through a representative, if you are registered in the Electronic Proxy Registry.
- Access methods: Same as those in the Electronic Office.
- Enables the selection of the delivery address and requests for associated beneficiaries. Update your address through the corresponding service if you are an active worker or a pensioner.

Without Digital Certificate:
- Complete the required TSE form. Make sure your address is up to date.
- If the TSE cannot be issued through this method, it can be obtained if the purpose of travel is to study in official EU programs, by providing the necessary documentation. For more information, you can schedule an appointment by calling 901 10 65 70 / 91 541 25 30.

No. It is not valid when the purpose of the trip is to receive scheduled medical treatment outside Spain, in which case, the National Social Security Institute (INSS) must issue the corresponding form, following a favourable report from the Health Service.
If you move your normal residence to another EU Member State or to the United Kingdom, Norway, Liechtenstein, Iceland or Switzerland, you must fill in form S1 instead of using the European Health Insurance Card to receive medical treatment in your new country of residence.
The card covers medical expenses incurred during the trip due to unforeseen health problems. You can receive public health care if you have an accident, fall ill, become ill with a chronic illness or go into labour.

Además de la atención, incluye la prescripción y dispensación de medicamentos, también en iguales condiciones a las de los residentes en el país.
You can only claim compensation for any reimbursable advances you may be charged, not for co-payments.
This reimbursement can be requested in the country where you receive health care. If this is not possible, you can also apply for reimbursement in Spain by applying to the social security authorities, either electronically or in person, by filling in this form.
Refusal is unlikely, a valid European Health Insurance Card must be accepted by all countries included in its scope of coverage.
